Justice and Corrections Standing Capacity (JCSC)

The Justice and Corrections Standing Capacity (JCSC) is a rapid response team based in UNGSC, Brindisi, that was established in 2010 as part of the Justice and Corrections Service/ Office of Rule of Law and Security Institutions (OROLSI)/ Department of Peace Operations (DPO). 

The team’s main functions are: (1) Starting-up justice and corrections components in peace operations and special political missions; (2) Reinforcing existing United Nations field operations in the areas of justice and corrections by providing time-limited and targeted support; and (3) Conducting needs assessments and reviews of justice and corrections components.
Since 2011 the JCSC has carried out 145 deployments to peace operations, including Afghanistan, Central African Republic, Côte d’Ivoire, Cyprus, Democratic Republic of the Congo, Guinea Bissau, Haiti, Kosovo, Liberia, Libya, Mali, Somalia, South Sudan, Sudan, and Syria. The deployed experts support mission start-up, transition planning, and the design and management of programmes related to criminal investigation and prosecution, transitional justice, anti-corruption, and prison reform.

The JCSC also carries out rule of law assessments in non-mission settings such as Burkina Faso, Gabon, the Gambia, Ghana and Senegal and contributed to studies on rule of law and human rights transitions in Liberia and Darfur. Since 2019, JCSC activities have been reinforced through a generous contribution from the Federal Government of Germany.
